Burkholder Jr. appealed six stumpage rate determinations made by the Ministry of Forests.  By consent of the parties, the Commission ordered that the stumpage determinations be rescinded and that the stumpage rate be fixed under section 2.5(2)(b) of the Interior Appraisal Manual at the rate that was in effect three weeks after Mr. Burkholder delivered the notice to the Forest District office.
